Frames are traditionally prepared with a hang wire on the rear. This wire is often longer than it need be. There is slack in it by some inconsistent amount. When hung from a hanging system, this standard frame preparation will frequently cause the top of the frame to hang away from the wall, what we call face forward.

Hide this item behind bottom rail of frame and it will balance the distance of both lower frame corners to the wall, about 1" from the wall surface. It is particularly useful on larger frames, and to lessen the likelihood of the top of a frame to hang away from the wall. However, this is almost required when grouping multiple objects in a vertical stack from a single cable or when hanging a frame from a single tensioned cable. It is thumb screw actuated. The clever slotted design allows the stabilzer to be added to an existing cable, even one that is tensioned.
